How to Reduce Noise From Upstairs Neighbors
Footsteps and furniture movement from the unit above are impact noise, carried through the building structure itself, not airborne noise passing through the air. That distinction changes what is actually worth trying, and it is not the same problem as voices or a television from above.
Impact versus airborne noise from above
If what you hear tracks with movement, a rhythm you can associate with walking, a chair scraping, or something being set down, that is impact noise entering through the ceiling/floor structure. If instead it is a continuous voice, television, or music, that is airborne noise and behaves differently; see Neighbor noise for that general case. Source-side treatment beats receiving-side treatment
Structure-borne impact noise is transmitted through the building structure, so treatment closest to the impact itself (a rug, mat, or underlayment on the floor upstairs, on the source side) is generally more effective than treatment on your side alone. A floor covering's effect is measurable but partial, not eliminating, and it only counts if it is on the source side: the same rug placed on your own ceiling side has essentially nothing left to intercept, since the impact energy has already crossed the structure by the time it reaches you.
What foam, panels and your own rug generally cannot solve
Acoustic foam, decorative acoustic panels, and a rug on your own side of the ceiling change how your room sounds internally: they reduce echo, not the impact energy already transmitted through the floor/ceiling structure above you. None of these is a substitute for source-side treatment or a structural fix; at best they are a small addition, not a primary answer to this specific problem. Ceiling construction options, with bounded evidence
A resilient, decoupled ceiling assembly (for example, resilient channels or an added mass layer on your side) can reduce how much impact energy reaches your room, but this is a major, owner-level construction project, not a weekend fix, and even a well-executed decoupled assembly gives a partial, not complete, improvement rather than eliminating impact noise outright.
Renter, landlord and owner limits
As a renter, the most effective treatment (the upstairs neighbour's floor) is not yours to change, and a decoupled ceiling on your own side is a permanently-installed, owner-level project: raise both with your landlord or property manager rather than attempting either yourself. As an owner, a decoupled ceiling is available to you, but is worth the cost only once impact from above is confirmed as the actual mechanism, not assumed.
Raising it with the neighbour or building management
For ordinary daytime footsteps, the upstairs neighbour may not realise how clearly it carries, and raising it directly and calmly is often the fastest path. For a recurring pattern, or where speaking directly does not feel appropriate, building or property management is the next step. Earplugs, well-fitted hearing protection, ANC sleep earbuds/headphones, or steady background/white-noise masking can reduce what reaches you personally while a structural or neighbour-side fix is pursued. ANC generally works best on steady, predictable sound and is less effective against irregular or transient noise such as footsteps or knocking.
